Baked Salisbury Steak

1 c quick oats
2 eggs, slightly beaten
1/2 c each chopped green pepper, celery & onion
1/2 t salt
2 pds ground beef
1 can (10-3/4 oz) condensed mushroom soup, undiluted
3/4 c water
1/4 t pepper

Directions:
In a large bowl, combine the oats, eggs, green pepper, celery, onion and salt. Crumble the beef over mixture and mix well. Shape into eight oval patties. In a large skillet, brown patties on both sides; drain.
Place patties in an ungreased 9x13 baking dish. Combine the soup, water & pepper; pour over beef. Cover & bake at 350 for 30-35 minutes or until beef is no longer pink.
